Get to know about our approach through our director Reuben Kangethe, MPA’s own words.

Kindly let me start with a synopsis. Residential Options LLC was issued with a Certificate of Accreditation by CQL in February of 2019. However, Due to Covid-19 related restrictions, our approval as a new waiver provider by DDRS was not issued until November 19th, 2020. On January 1st, 2021, we started offering residential services.

Our Medicaid Waiver / Service Certification covers the following services:

  1. Under Community Integration and Habilitation Services certification, we offer:
    • Community Transition Services
    • Day Habilitation Services
    • Residential Habilitation and Support Services
    • Transportation – Level 1 and 2
    • Wellness Coordination – All Tiers
  2. Under Family Supports Waiver Certification, we offer:
    • Day Habilitation Services
    • Participant Assistance and Care Services (PAC)
    • Transportation
    • Family Support Waiver

With time, we plan on expanding our range of services provision and the scope of service coverage areas to include all the counties and surrounding areas of Indiana.

We, at Residential Options LLC, understand the honor of being trusted with the CQL accreditation and the DDRS approval as a waiver service provider. We also understand the enormous responsibility entrusted to us by the individuals, guardians, families, and the IDT teams of the individuals by being chosen as a waiver service provider. We are very aware that the only way we can reciprocate that honor and trust is to implement every tenet of our policies and procedures and those of FSSA and all her constituent’s regulatory and supervisory entities.

From day one of our service provision, we ensure that we adhere to our vision statement, mission statement, philosophy, principles, policies, and procedures. We also guarantee to adhere to our core values of responsible and empowering care. We are driven to ensure our emerging culture, etiquette, interactions, and slogan are all inspired in spirit and the letter by the life course as charted by the individuals. We are committed to maintaining a flat organization hierarchy that is supported by an oversight committee, performing quality assurance, policy compliance, and human rights oversights roles.

We have adopted this type of organizational hierarchy to facilitate staff trainings and to inspire our employee’s confidence in sharing ideas, deployment of their talents, motivation, connection, and retention. We will continue to be defined as an agency of open and honest communication between all stakeholders. Our flat hierarchy ensures that our decision-makers will always be motivated by a live connection with the whole life of an individual.

Upon intake, we begin the process of discovery by learning the history, story, dreams, aspirations, and challenges of individuals. With the permission of the individual and the team, we apply the acquired information in coordinating, planning, and supporting those integrated steps that lead towards achieving a quality of life desired by an individual and their family. We have remained committed to our goal of ensuring that we are hiring staff and talents based on the needs of an individual.

We have empowered our staff through initial training, in-service training, and consistent supervisory support. We envision our staff as a fundamental and integral part of the team that inspires, supports, and coaches individuals towards improving their quality of life through the achievement of their goals, dreams, or desires.

We envision the achievement of these goals to be vital to the individual in building their self-esteem and confidence, broadening freedoms, and valuing respect. We are focused on enabling individuals to live a vibrant life that is full of love, meaningful work, and the pursuit of happiness. We do acknowledge the role of the QIDP in supporting staff members, individuals, guardians, IST, and IDT.

To this end, we have searched for men and women with exceptional devotion, character, experience, professionalism, and training. We consider these attributes as a requirement for facilitating planning, coordinating, implementing, measuring, and analyzing personal outcomes. Our QIDP is passionate and capable of implementing our systems, especially the policy and procedure on the prevention of abuse, neglect, exploitation, and mistreatment of the individual. We are irrevocably committed to keeping reasonable caseloads for our supervisor/QIDP as a moral principle. We want to encourage and enable our QIDP to deploy their creative abilities, knowledge, and skills to ensure supportive implementations of the choices and desires of individuals and their families. Our QIDP supports individuals in forming meaningful natural support networks.

We do acknowledge that for an individual to thrive in their choices and in all the charted domains of their life, they require coordinated support from various people and groups. We are implementing our natural support network policy and procedu=with the intention of availing and expanding meaningful and lasting relationships for our people and in accordance with their choice. We believe that our individuals deserve to be supported by their families, staff, and all those they deem to be important to them. We are convinced that this support enables individuals to successfully engage in their chosen daily routines. These include attending day programs and school or community outings and routines, among others. Through the expansion of natural support networks, individuals can develop personal intimacy and a sense of family connection.

Our systems cover all domains of a person’s life, which explains why we have so many elaborate policies and procedures for a new agency. As an Executive Director who has worked with the ICF/IDD community for about ten years, I am confident that our quality system can consistently and effectively deliver to our individuals, guaranteeing the safeguarding of human security, safety, wellness, and independence. Our commitment to a quality system has provided a reliable foundation and structure for creative and progressive initiatives, which, in return, have allowed various relationship-based support groups to complimentarily thrive. We have implemented stringent environment and safety assessments as outlined in our policy and procedures.

We want to not only deliver decent housing and the living options in the desired community by our people but also to meet the need for facilitated community access, transportation, mobility, health facilitating equipment, and the required home adaptation. By so doing, we shall enable individuals to access and participate in community sports, shows, events, leisure activities, personal networks of friendship and family, faith, and spiritual-based communities of their choice. Our system is designed to enable individuals and families to socialize, connect, integrate, form, and participate in community social groups for peers and families who share common interests. For instance, gaming, gardening, fishing, crafts, football, Special Olympics, camping, recreation, and leisure, among others. We desire for our individuals to have optimal health, wellness, satisfaction, and happiness through concerted participation in these group forums. We shall support individuals in accessing educational opportunities, meaningful personalized employment, and other community participation and integration programs. Our goal is to promote knowledge that allows individuals and their families to make informed decisions by presenting options in their first language so that they can choose what makes sense to them and their loved ones with disabilities.

We have trained our staff and the individual on our policy and procedure on the rights and freedoms of the individuals. This policy and procedure strongly prescribe respect, dignity, courtesy, and honor in our connections, relationship, and support to individuals. We strongly believe the rights and freedom of individuals are fundamental components of teaching, supporting, fostering, and maximizing independence. We want individuals, their families, and loved ones to be informed of their rights and freedom.

To this end, we solemnly promise that we will never relent in our guarantee and resolve to protect the rights and freedom of our people. For that reason, and to keep individuals protected from abuse, neglect, and exploitation, we have developed internal monitoring and reporting systems, person-centered staff training, and disciplinary actions, policies, and procedures, among others. We are strictly focused on complying with statutory and regulatory guidance from all stakeholders and institutions. We are adhering to policies, procedures, and expectations from FSSA and its constituent divisions.

We shall deliver, progressive personal outcomes in safety, wellness, and a healthy lifestyle. We acknowledge wellness incorporates the concept of wholeness or taking care of a person as a whole. As such, we have implemented personal outcome measurement systems in areas of staff trainings, medication administration, management and access to health care, nutrition and wellness, medical, behavioral & mental health, environmental and personal safety, and quality improvement, among others. The implementation of our emergency behavioral policy entrenches our skills and experience in treating an individual with empathy, attention, courtesy, dignity, and professionalism during behavioral episodes and crises, including crises related to the COVID-19 pandemic.

This letter cannot be complete without briefly mentioning our acknowledgment of the challenges to service provision under Life Charting Course Framework due to the Covid-19 pandemic, and our resolve to keep individuals, staff, and our community safe. To ensure that the rights and freedom and the charted course of life of individuals are not constrained unnecessarily, we have maintained the respect of the choices and desires of individuals and guardians.

We want them to know and feel that they are fully respected and supported as the ultimate decision-maker on how we are adopting and implementing Covid-19 pandemic’s related guidelines. We are working collaboratively with our individual, guardian, IST, IDT, and other providers by discussing the safety parameters of adopting and implementing the guidelines, safeguards, and recommendations from the local, state, and federal authorities.

We are irrevocably committed to addressing the challenges of Covid-19 within the framework of upholding the choices, rights, freedoms, and responsibilities of the individual. To protect our people and our community as a responsible agency, we have instituted daily health screening. If the health screening results indicate a presence of a Covid-19 symptom, we are sending staff or the individual for Covid-19 testing. We then quarantine, isolate, and follow our return-to-work policy guidelines from the CDC, as well as the local and federal authorities.

We are encouraging daily health screening to our individuals. We are also implementing cleaning and disinfecting routines and protocols at the workplace and home. These include instituting regular cleaning of surfaces that are always touched, ensuring staff members, visitors, and individuals wash their hands or use hand sanitizer, and enhancing compliance to the six-foot social distancing safety guideline for everyone. Residential Options LLC requires our staff to wear the provided masks, and where needed, the provided PPEs while on duty.
